It was heart break at Firhill as Thistle exited the Co-operative Insurance Cup after a pulsating 120 minutes.
Rangers scord first in the 24th minute through Kris Boyd but Stephen McKeown levelled in the 33rd minute.
Thistle came close to winning the tie in the 87th minute after McGregor saved at the feet of David Rowson with Chris Turner unable to direct the rebound goalwards.
Penalties were just 4 minutes away when Pedro Mendes scored the winning goal.
