Thistle are still looking for their first league win after a narrow defeat at Palmerston Park.
The game's only goal came just 7 minutes from the end when David Weatherston collected a pass from Derek Holmes before shooting past Tuffey.
Thistle had the better of the first half with the best chance coming the way of Mark Corcoran who was denied by a Roy save.
Queens though should have scored just before half-time when Tosh shot high over the bar from 10 yards out.
One goal always had the look of being decisive in this game and after Weatherston's strike there was no way back for Thistle.
